Bad news: This is the last time I update this draft class's... I will make a new draft classes to NBA 2k14...

-Updated Muscle Tones, Skin Tones, and Body Types;
-Solved the problem of having the same player repeated in 2013 and 2014 draft;

2013 Draft Class Logic fixed 55%
-Is impossible to fix it all but you will see a more acurate draft for example: 1st pick will be between Nerlens Noel, Ben McLemore, Otto Porter and Trey Burke. most times is Ben McLemore or Nerlens Noel.
-CPU will never take Victor Oladipo before Taking Ben McLemore and he is always taken 1 or 2 picks after the same is applied to Anthony Bennett and Cody Zeller or sometimes Nerlens Noel & Alex Len ...
-The players who have problematic tendency to raise to the top 10 are  Dennis Schroeder & Kentavious Caldwell-Pope.
-I realized that Shabazz Muhammad,Victor Oladipo,Cody Zeller are never drafted in the 1st overall pick. at most Victor Oladipo can be draft in the 2nd pick if CPU picks Ben McLemore as the 1st overall pick.

2014 Draft Class Logic fixed 75%
-1st pick will be between Andrew Wiggins, Marcus Smart, James Young & Willie Cauley-Stein.
-Jabari Parker is mostly drafted one pick after CPU draft Andrew Wiggins and Andrew Wiggins is seem looked for the first pick becouse 90% of the draft simulations i made.
-Andrew Wiggins, Marcus Smart, James Young,Jabari Parker,Willie Cauley-Stein, Aaron Gordon, Andrew Harrison, Glenn Robinson III,Wayne Selden and Julius Randle or Mario Hezonja are top 10 picks.

On-Ball Defense – Subjective.
    Poor – Below Average – Average – Above Average – Very Good – Elite (SG and SF)
PG    60       70             80           90          99
SG    50         60            70           80          90           99

PF    30         40            50           60          70
C    30         40            50           60          70

5 Tiered System with SG and SF having a 6th tier for the elite (only Ron Artest, Scottie Pippen & Dennis Rodman in prime would have a 99).

Offensive Rebound (Offensive Rebound % from www.sports-reference.com/cbb/)
-->14.0% = 99 Rating
-->13.1% = 95 Rating
-->12.2% = 90 Rating

-->24% = 85 Rating
-->22% = 80 Rating
-->20% = 75 Rating

-->8%  = 45 Rating
-->6%  = 40 Rating
-->4%  = 35 Rating
-->2%  = 30 Rating
-->0%  = 25 Rating

Strength
    Poor – Below Average – Average – Above Average – Very Good – Elite (C)
PG    25       30             35           45           50
SG    30         35            40           50           60
SF     40         45            50           60           70
PF    45         50            60           70           80
C    50         60            70           80           85           99

Shaq and possibly prime Wilt would be the only two players who get a 99.

Potential
-->95-99 = Lock for Hall of Fame
-->85-95 = Perennial All Star/Hall of Fame
-->75-85 = Potential All Star
-->65-75 = Starter
-->55-65 = Role player
-->45-55 = Bench player
-->35-45 = D-League player
-->25-35 = Adam Morrison

From 2000 to 2009 the nba AVG 4 all stars per draft... Pay attention to how many players you will give Potential All Star in your draft classes....for example, analyzing the next two drafts you can make this:
Since everybody says everyone says the 2013 draft is very weak in 2013 you can give only to 3 players a Potential All Star...as a result would have:
Ben McLemore = Potential All Star
Nerlens Noel = Potential All Star
Otto Porter = Potential All Star
Victor Oladipo = Potential Starter
Anthony Bennett = Potential Starter
Trey Burke = Potential Starter
Alex Len = Potential Starter
CJ McCollum = Potential Starter

in 2014 which is very strong we can find this:
Andrew Wiggins = Perennial All Star/Hall of Fame (94)
Jabari Parker = Perennial All Star/Hall of Fame (90)
Julius Randle = Potential All Star (85)
Marcus Smart = Potential All Star (77)
James Young = Potential All Star (75)
Andrew Harrison = Potential All Star (78)
Aaron Gordon = Potential All Star (80)
Wayne Selden = Potential All Star (75)

Consistency (2013)
-->55-60 = Top 5 draft picks
-->45-50 = Lottery Picks
-->40-45 = Mid Late 1st Picks
-->35-40 = Early 2nd Round Picks
-->25-35 = Mid 2nd Round Picks & Undrafted

Durability
-->PG = 80
-->SG = 80
-->SF = 80
-->PF = 75
-->C  = 75

Durability exceptions
C.J. McCollum = 75
Alex Len = 73
Nerlens Noel = 70
Anthony Bennett = 73
Ryan Kelly  = 73

IQ
-->B- = Elite prospects (Andrew Wiggins & Jabari Parker)
-->C+ = Top 10 draft picks
-->C  = Late Lottery & Mid 1st picks
-->C- = Late 1st round
-->D+ = Early 2nd Round Picks
-->D  = Mid & Late 2nd Round Picks
-->D- = Undrafted

Most rookies/draftees will have lower than a 65 in Off/Def Awareness because they are not smart enough to start. Most rookies will have at least one skill that gets them to the league, some with a very good skillset or are uber athletic. However, their mental ability to understand the pro game is lacking. Hence, a rating in these categories of 65 or lower.

Tendencies
I used the Tendencies formulas and NBA Comparison for the player to make him play near to his reality.

Shot Tendency (Basic Statistics Per 40 Minutes FGA Stats found at draftexpress.com) (dint use in 2014 class)
-->22+++ = 90 Tendency
-->20-21 = 82 Tendency
-->18-19 = 74 Tendency
-->16-17 = 66 Tendency
-->14-15 = 58 Tendency
-->12,13 = 50 Tendency
-->10,11 = 42 Tendency
-->8,9   = 34 Tendency
-->6,7   = 26 Tendency
-->4,5   = 18 Tendency
-->2,3   = 10 Tendency

3PT Shots (Basic Statistics Per 40 Minutes 3PtA Stats found at draftexpress.com)
Ex.Ben McLemore 3PtA Per 40 is 5.8 = 58 tendency

Draw Foul – FTA per game
Ex. 3.6 FTA per game = 36 tendency

Touches is based on the USG% (Usage percentage; an estimate of time plays used by a player while he was on the floor) multiply by 2
Ex. 29.8 × 2= 59.6 = 60  tendency

Personal Fouls – Fouls Per 40 Minutes from draftexpress.com.  Take this stat, multiply by 20, that's the Tendecy.
Ex. 2.3 × 20 = 46 tendency

Tendency to Use the Glass
-->PG = 10/15
-->SG = 15/20
-->SF = 20/25
-->PF = 30/35
-->C  = 35/40
